Once, when I was on the school bus with a friend, we found a really old cellphone on one of the seats. It was made of grey plastic, super clunky, and basically looked like (and was as big as) a walkie-talkie. It had one of those slide-off plastic cases you see on calculators.
It turned out to be the bus driver’s.
Anyway, here’s a comic.

She doesn’t appear only in hardmode. She arrives after 8 or more NPCs have moved into your world.
